【摘 要】在产业园区的产业转型升级过程中，科技创新逐渐成为引领经济增长的重要驱动力。原先长期服务于加工制造业发展的产业服务体系，面临着向构建科技服务体系的方向转变。紫竹高新区采取针对性措施，破解影响和制约科技创新的主要因素，构建覆盖科技创新全链条的科技服务体系。从体制机制创新、以市场为导向、服务效能提升等角度为国内其他产业园区的转型升级提供参考。

【Abstract】In the process of industrial transformation and upgrading of industrial parks，scientific and technological innovation has gradually become an important driving force for economic growth.The original industrial service system， which has served the development of processing manufacturing industry for a long time，is facing a change in the direction of building a scientific and technological service system.Zizhu Hi-tech Park has taken pertinent measures to break through the main sticking points that affect and restrict scientific and technological innovation，and constructed a scientific and technological service system covering the whole chain of scientific and technological innovation.This paper provides a reference for the transformation and upgrading of other industrial parks in China from the perspectives of system and mechanism innovation， market-oriented and service efficiency improvement.

自改革開放以来，各类产业园区对于推动我国工业化和城市化进程，促进社会生产力发展和生产效率提升发挥了不可替代的作用。随着全球新一轮技术革命的蓬勃兴起和我国创新驱动发展战略的深入实施，各地产业园区正按照加快建设创新型国家的目标，大力培育和发展战略性新兴产业。在产业园区的产业转型升级过程中，科技创新逐渐成为引领经济增长的重要驱动力。原先长期服务于加工制造业发展的产业服务体系，面临着向构建和完善科技服务体系的方向转变。

1 影响和制约产业园区科技创新的主要因素

1.1 研发创新能力不足

我国的产业园区是在承接西方发达国家产业转移和引进外商投资的历史背景下建立和发展起来的，行业类型以传统加工制造业为主，处于产业链的中低端。而位于产业链高端的核心技术和关键零部件长期依赖进口，导致企业在技术前沿领域缺乏创新动力，研发投入强度和研发能力与世界先进水平相比存在较大差距。……
