【摘 要】高速公路机电设备是保证高速公路正常运行的关键，其主要分布于高速公路收费站出入口，若采用传统的人工管理，不仅会增加管理人员的工作量，还不便于各种表单的修改，从而影响设备管理人员的工作效率。而视频监控系统的应用，可以有效确保高速公路的正常通行，特别是在收费站的应用，可以提高车辆出站通行的能力，确保高速公路的高效运行。

【Abstract】The highway electromechanical equipment is the key to ensure the normal operation of the expressway. It is mainly distributed at the entrance and exit of the highway toll station. If traditional manual management is adopted， it will not only increase the workload of the management personnel， but also facilitate the modification of various forms. This affects the efficiency of equipment management personnel. The application of the video surveillance system can effectively ensure the normal passage of the expressway， especially in the toll station application， which can improve the ability of the vehicle to travel out of the station and ensure the efficient operation of the expressway.

0 前言

我国的高速公路收费监控系统是由街道的交通管制系统发展而来，在20世纪末，我国首次在津塘疏港公路上应用了计算机、通信及信息处理、自动控制等先进技术，从1986年到现在，我国对高速公路收费监控系统投入了相当大的精力去研究，发明了很多先进的监控设备，对收费监控系统也进行了改善，并制定了相关的管理机制和规范标准，为高速公路的正常运行提供了保障。而视频监控系统的应用，对于进一步提升高速公路的运营能力可以起到重要的作用，特别是智能化视频监控系统在高速公路收费站的应用，对于车辆进出入高速公路的通行能力可以起到有效的提升作用。

1 视频监控技术的含义

视频监控技术是指运用计算机技术和现代通信技术，对高速公路收费站及周围的情况进行观察和管理，对危险的活动及时报警，通过各种措施保证高速公路收费站的正常运行。……
