【摘 要】调度是铁路运输组织的指挥中枢，是运输生产组织的龙头，与安全生产密切相关。切实抓好客运调度指挥工作，提升客运调度指挥能力，是有效保障铁路客运安全的基础。本文结合铁路客运当前安全形势，查找调度指挥工作中存在的问题，从强化安全意识、落实作业程序、规范作业标准化等方面提出了改进方案和应对策略。

【Abstract】Dispatching is the command center of the railway transportation organization and the leader of the transportation production organization， which is closely related to safety production. Effectively grasping the passenger dispatching command work and improving the passenger dispatching command capability is the basis for effectively ensuring the safety of railway passenger transport. This paper combines the current security situation of railway passenger transport， finds the problems in the dispatching and commanding work， and proposes improvement plans and coping strategies from the aspects of strengthening safety awareness， implementing operational procedures， and standardizing operational operations.

鐵路调度指挥实行统一指挥、分级管理的原则，客运调度指挥工作是运输生产的重要环节，不仅要协调日常生产运输，并且要实时应对突发事件，协调多方面运能，所以充分认识客运调度指挥的重要性，不断深入挖掘客运调度指挥工作存在的问题，并在此基础上转变观念，提升客运调度指挥能力的应对策略，已经成为保障运输生产的当务之急。

1. 认清形势，充分认识客运调度指挥的重要性

（1）铁路改革发展面临新形势。

随着我国高速铁路的快速发展，客运专线的陆续开通，客运调度平台作为铁路建设的配套设备设施同步投入使用，新形势下，新的设备和新的岗位，形成了应急救援处置过程中出现的各种新问题和新情况。因此，研究探讨在非正常情况下，客运调度员如何充分利用既有资源，减少因铁路设备、设施故障和灾害天气对旅客列车的影响及对人民生命财产的损失，快速有效发挥客运调度指挥作用，对于服务旅客运输、维护运输秩序都有着非常重要的意义。……
