【摘 要】现代建筑工程施工中，施工管理内容繁杂，尤其造价管理控制方面，涉及内容多，范围广，影响施工进度与施工成本。若建筑工程施工中造价管理控制存在问题，施工成本超出预算，造成资金供应不足，必然直接影响施工进度，甚至影响施工质量。采取高效施工造价管理控制措施，是顺利进行施工建设的前提条件，是优化施工资源配置的重要管理手段。近些年来，建筑规模不断扩大，建筑结构越来越复杂，施工造价管理难度随之提高，很多工程施工造价管理控制方面暴露出了不足之处，诸多方面亟待改进和改革。

【Abstract】In the construction of modern construction projects， the construction management content is complicated， especially in the aspect of cost management control， involving a large amount of content and a wide range， which affects the construction progress and construction cost. If there is a problem in the cost management control during the construction of the construction project， the construction cost exceeds the budget， resulting in insufficient supply of funds， which will directly affect the construction progress and even affect the construction quality. Adopting efficient construction cost management control measures is a prerequisite for smooth construction and is an important management tool for optimizing construction resource allocation. In recent years， the scale of construction has been continuously expanded， the structure of buildings has become more and more complex， and the difficulty of construction cost management has increased. Many engineering construction cost management controls have revealed deficiencies， and many aspects need to be improved and reformed.

隨着社会的进步，我国的建筑工程数量逐年递增，参与市场活动的企业数量也越来越多，市场竞争也日趋激烈。这样的发展背景之下，只有对建筑施工的造价进行良好的管理与控制才能够避免资金和资源浪费的情况，在激烈的市场竞争中更有优势，具有立足之地。对于当前建筑施工造价的管理与控制方面的研究与改革是势在必行。在很大程度上，对建筑施工造价管理与控制是贯彻落实国家节能减排政策的重要方式，也对提高经济效益有着重要的意义。

1. 建筑施工造价管理控制现存问题

1.1 我国的建筑行业蓬勃发展，为经济发展做出了巨大的推动。但是，在建筑施工造价的管理与控制方面还是存在一些这样或者那样的问题，有待提高。
