【摘 要】城市精细化管理紧紧围绕满足人民对美好生活需要这一核心任务，是提升城市管理效能的必然选择，也是市民享受优质公共服务的重要途径。城市精细化管理目标体系是一个体系复杂、具有战略意义、集城市管理理论与实践于一体的系统工程。本文分析了城市精细化管理目标体系的特征，以及城市精细化管理目标体系的内涵，并从以人为本、统筹管理、系统设计、源头治理、市场化、需求导向等方面分析了城市精细化管理目标体系的主要内容，以期为城市精细化管理目标体系的建设提供参考。

【Abstract】The city's refined management closely focuses on meeting the core tasks of people's needs for a better life. It is an inevitable choice to improve the efficiency of urban management and an important way for citizens to enjoy quality public services. The urban refined management target system is a systematic project with complex system， strategic significance and integrating urban management theory and practice. This paper analyzes the characteristics of urban refined management target system and the connotation of urban refined management target system， and analyzes the urban refined management target system from the aspects of people-oriented， overall management， system design， source management， marketization and demand orientation. The main content of the project is to provide reference for the construction of the city's refined management target system.

在城市管理理念不断发展过程中，精细化管理被逐步提升为提高城市管理效能、提升人民幸福感的重要举措。如何贯彻落实城市精细化管理理念，使城市运行更顺畅、人民生活更美好，成为了城市管理者的现实问题。因此，必须加快构建好城市精细化管理目标体系，从顶层目标到具体措施，从效果评价到方案，形成一套完整的城市精细化管理中国模式。
