[摘要] 为找出当前周口市中医药事业发展过程中存在的困难和问题，提出相关对策及建议，供党委政府决策参考。2017年12月，卫生计生部门对全市中医医疗机构的中医药事业发展状况进行了深入调研。调研发现，目前，周口市中医药事业发展过程中存在扶持政策落实不到位、技术人员短缺、中医药发展自信心不足、综合医院对中医重视程度不够等问题，可以通过完善中医药发展政策、推进中医药服务体系建设、加强人才队伍建设、增强中医药自信等途径予以解决。

[Abstract] To find out the difficulties and problems in the development of traditional Chinese medicine in Zhoukou， and put forward relevant countermeasures and suggestions for the decision of the party committee and government. In December 2017， the Health and Family Planning Commission conducted an in-depth study on the development of traditional Chinese medicine medical institutions. As the results of the surveys， the development of traditional Chinese medicine in the city still exists problems such as the support policy not being satisfactorily implemented， shortage of technicians， lacking of confidence in the development of traditional Chinese medicine and lacking of attention on traditional Chinese medicine in the general hospital. It can be solved through the method of Perfecting the development policy of traditional Chinese medicine， promoting the construction of Chinese medicine service system， Strengthening the construction of the talent team and strengthening the confidence of traditional Chinese medicine.

《中华人民共和国中医药法》已于2017年7月1日正式实施[1]。它从法律层面明确了中医药的重要地位、发展方针和扶持措施，为中医药事业发展提供了法律保障，给广大中医药工作者增添了信心。在我国医药发展进入新常态之际[2]，如何做好中医药工作，落实好扶持與促进中医药事业发展的政策，继承和发扬好中医国粹成为摆在我们面前的一项重大课题[3]。

周口市是一个农业大市、人口大市[4]，历史悠久，文化资源丰富。长期以来，该市在推进中医药事业健康发展的道路上，始终坚持中西医并重的工作方针，围绕“五大能力提升”，采用“一完善四加强”的工作方法[5]，不断健全服务体系，提升服务能力，完善工作机制，发挥特色优势，满足人民群众对中医药服务的需求。为进一步贯彻落实《中华人民共和国中医……
