摘 要：本文介绍一种新形势下的中国人民防空移动指挥系统的结构布局方案，通过对一辆市售8米长的成品客车重新设计布局，合理改装后作为移动指挥系统的载车平台，具备移动指挥能力，作为人民防空领域的特种作业车，提供应急、抢险、救灾、救灾、报警、宣传等功能。该系统采用大量新设备、新技术，拥有更好的数据存储、分析、处理、传输等能力，区别于早期的人防移动指挥系统，通常称之为第二代人防移动指挥系统。

Abstract：This paper introduces the structural layout scheme of China's civil air defense mobile command system under a new situation.By redesigning the layout of a 8-metre-long finished passenger car sold in the market，the vehicle platform of the mobile command system can be reasonably refitted，and the mobile command capability can be provided as a special operation vehicle in the field of civil air defense，which can provide emergency，rescue，disaster relief，alarm，propaganda and other merits.Yes.The system uses a large number of new equipment and technology，and has better data storage，analysis，processing，transmission and other capabilities.It is different from the early civil air defense mobile command system，commonly referred to as the second generation of civil air defense mobile command system.

1 概述

人民防空是国防的重要组成部分，是国民经济和社会发展的重要方面，是现代城市建设的重要内容，是利国、利民的社会公益事业。当今世界并不安宁，从我国当前和今后较长时期的安全环境看，我国仍然面临着现代技术特别是高技术条件下局部战争的威胁，人民防空已成为关系国家安危、战争胜负和人民群众生命财产安全的重大问题。习近平总书记在会见第七次全国人民防空会议代表时强调指出：人民防空事关人民群众生命安危、事关改革开放和现代化建设成果。要坚持人民防空为人民，把这项工作摆到战略位置、纳入“十三五”规划，与其他工作同步抓好，团结一心开创人民防空事业新局面。为我国人民防空事业指明了新方向。

2 综述

该系统基于某品牌的中型成品客车为载车平台，载车最大总质量11.2吨，总长8.14米，轴距3.8米。通过车内外改装，加装人防通信设备，集成融合形成一个高效、多功能、机动的综合信息分析、处理、指揮的一体化平台。……
