摘 要：竣工图是基建档案中的核心价值档案，如何从纸质向电子归档逐渐过渡，这是时代的需求和现实的需要。本文对比分析了原生电子竣工图与传统数字化归档的利与弊，以西安交通大学实践中原生电子竣工图归档为例，提出了以施工单位编制为主，设计、监理及建设单位协同保障的原生电子竣工图编制归档模式，此举很好地满足了日常竣工图高频的信息查考功能，并为完全意义上的原生电子竣工图实现打好了基础，具有一定的现实借鉴意义，最后分析了其可实现的关键性保障措施。

Abstract： Completion drawings is the core archives of all capital construction archives and how to switch from paper archives to electronic archives adapts to not only the requirement of the era but also the need of reality. In this paper， the pros and cons of original electronic completion drawings and traditional digital archives is comparatively analyzed with the practice of filing original electronic completion drawings of Xian Jiao Tong University as an example. this paper puts forward a filing mode that focuses mainly on compiling construction side of employer with design unit， supervisory unit and construction side of contractor supporting cooperatively. Above-mentioned mode meets the requirement of rapid information search for completion drawings ， moreover ，this mode lays the foundation of realizing original electronic completion drawings in the true sense， which is of a certain practical significance . In the end， the paper analyzes critical measures to guarantee implement.

1 原生电子竣工图归档的现实意义和时代需求

随着信息化、智能化、网络化程度的不断提高，档案工作的内容、方法和手段也在不断地被改变，目前我国档案工作正经历从纸质向电子归档、从实体管理向档案数据管理、从手工操作向信息化智能化操作、从档案资源分散利用到联网共享的变革过程。数字型智慧档案馆建设一直是档案界近年讨论的热点，而电子文件的收集是其建设的重要支撑和保障。

作为一名一线基建档案收集人员，自己深知竣工图是基建档案利用中频次最高的核心价值档案，它对于后期建筑物的维护、管理、改扩建、工程审计等发挥着至关重要的作用，而电子竣工图的收集一直是基建档案工作者着力攻关收集的重点内容。一方面这是时代的呼唤，我国档案工作正在逐步落实“存量数字化、增量电子化”的信息化战略，葆有职业敏锐性，树立电子文件思维意识，努力收集更多原生的电子文件是档案人的职业要求，以为数字档案馆建设做好基础保障；……
