〔摘要〕为了发现国内大数据产业存在的不足，本文从大数据发展顶层设计、要素供给、数据隐私与安全保护及大数据标准体系建设4个方面对国内外大数据产业政策进行比较，分析了国内外大数据产业政策的异同，最后针对性地从平衡政府数据开放和个人隐私保护政策完善、完善数据流通体系、加强人才培养、调整大数据关键技术投入重心4个方面提出建议，推动我国大数据产业有效、健康发展。

〔Abstract〕In order to discover the insufficiency of the domestic big data industry，this article compared domestic and international big data industry policies from four aspects：top-level design of big data development，factor supply environment，data privacy and security protection environment，and big data standard system construction environment.The similarities and differences between big data industrial policies at home and abroad，and finally made recommendations from the four aspects of balancing the opening of government data and perfecting personal privacy protection policies，improving the data circulation system，strengthening personnel training，and adjusting the key technology input of big data.The data industry was effective and healthy.

近几年来，大数据已经成为塑造国家竞争力的战略制高点之一，一个国家掌握和运用大数据的能力将成为国家竞争力的重要体现，因而目前各国纷纷将大数据作为国家发展战略，将发展大数据产业作为大数据能力建设的核心。

从现实来看，国家之间关于大数据的竞争日益激烈。美国高度重视大数据研发和应用，2012年3月推出“大数据研究与发展倡议”，将大数据作为国家重要的战略资源进行管理和应用，2016年5月进一步发布“联邦大数据研究与开发计划”，不断加强在大数据研发和应用方面的布局。欧盟2014年推出了“数据驱动的经济”战略，倡导欧洲各国抢抓大数据发展机遇。此外，英国、日本、澳大利亚等国也出台了类似政策，推动大数据应用，拉动产业发展[1]。早在2011年，麦肯锡就在研究报告中指出，数据可以为世界经济创造重要价值，提高企业和公共部门的生产率和竞争力，并为消费者创造大量的经济剩余。……
