摘 要：郑洛新国家自主创新示范区的创建是加快创新型国家建设的重大举措，也表明国家对河南省供给侧结构性改革寄予了厚望。智慧特色小镇的创建将有利于河南创新驱动发展战略的实施。河南省“智慧+特色小镇”建设将智能化、信息化贯穿于特色小镇建设的全过程，提升了特色小镇的智慧形象、智慧品位。本文借鉴国内智慧特色小镇的建设经验，选取河南省已经评为和具有特色小镇资质的基地进行研究，从而解读河南省智慧特色小镇的地域内涵、弘扬智能化产业精神，将智能化特征与城镇规划相结合，使智能化产业植根于智慧特色小镇的建设之中。

Abstract： The establishment of Zhengluoxin National Independent Demonstration Zone is a major measure to accelerate the construction of an innovative country. It also shows that the state has high hopes for the supply-side structural reform of Henan Province. The creation of "intelligent + characteristic" towns is conducive to the implementation of innovation-driven development strategy in Henan. The construction of "intelligent + characteristic towns in Henan Province is embedding intelligence and informatization to the whole process of constructing characteristic towns"， enhancing the wisdom image and wisdom taste of the characteristic towns. This paper draws on the experience of building intelligent characteristic towns in China， and selects the bases that have been rated and qualified as characteristic towns in Henan Province to conduct research， to understand the regional connotation of the intelligent characteristic towns in Henan Province and promote the spirit of intelligent industry. Combining intelligent features with urban planning， the intelligent industry is rooted in the construction of intelligent characteristic towns.

1 河南省特色小鎮现状

全国共有403个特色小镇，河南省仅占15个。河南省计划到2020年，要培育出100个左右特色示范小镇，其中至少要有30个达到国家特色小镇示范标准。

许昌市禹州市神垕镇因钧瓷而闻名，钧瓷位居五大瓷器之首，属于我国千年古镇，有着悠久的历史文化；焦作市温县赵堡镇自古以来人才辈出，远近闻名的太极拳也出自该镇；南阳市西峡县太平镇素有“天然中药库”的美称；驻马店市确山县竹沟镇被称为“小延安”，是红色文化圣地；世界四大古冰川遗迹之一的罗圈古冰川遗迹位于汝州市蟒川镇，此处更是汝官窑所在地；南阳市镇平县石佛寺镇盛产南阳玉雕，该镇被誉为全球最大玉文化创意产业中心；……
