摘 要 十九大报告指出，“精准扶贫、精准脱贫”是实现全面建成小康社会、实现伟大复兴的基础，而资助工作又是精准扶贫工作的重要组成部分，也是帮助每一位家庭经济困难学生上学问题的根本保障。各级各类学校要全面落实国家各项学生资助政策，完善措施，把握重点，明确要求，通过加强资助育人顶层设计、明确工作目标、完善资助育人机制以及发挥榜样的引领等方式，实现从物质保障型资助向多元发展型资助拓展，丰富资助育人内涵，推动学生精准扶贫工作再上新台阶。

Abstract The report of the 19th National Congress of the Communist Party of China pointed out that "precise poverty alleviation and precision poverty alleviation" is the basis for realizing the building of a well-off society in an all-round way and achieving a great rejuvenation. The subsidy work is also an important part of the precise poverty alleviation work， and it is also the fundamental guarantee to help every family with financial difficulties problem. All levels of schools must fully implement the state's student financial aid policies， improve measures， grasp key points， and clearly define requirements. By strengthening the subsidy for top-level design， clarifying work objectives， improving the funding mechanism， and leading the way， from material security support to multi-development funding， enrich the connotation of educating people， and promote students' precision poverty alleviation work to a new level.

当前，全国上下都在认真学习贯彻党的十九大精神，高校教育系统要自觉地以习近平新时代中国特色社会主义思想为指导，以党的十九大强调的“精准扶贫、精准脱贫”部署为根本任务，全面总结过去五年在学生资助体系建设取得的成效和经验，认真分析和研究新时代所面临的新形势、新要求、新任务，进一步明确工作方向、理清工作思路、落实重大举措，推动学生精准扶贫工作再上新台阶。高校家庭经济困难学生资助工作是国家精准扶贫工作重要组成部分，应与时俱进，构建个性化的扶贫、脱贫工作形式，提高资助工作和育人教育工作的融合度，將资助扶贫工作落到实处。

1 站在全面建成小康社会、实现伟大复兴的政治高度，提高学生精准扶贫工作的重要意义

党的十九大围绕新时代实现中华民族伟大复兴的新的历史使命，提出分两步走，在本世纪中叶建成社会主义现代化强国的战略安排，确立了开启全面建设社会主义现代化国家新征程的方向标和路线图。……
