摘 要：水利工程建设程序一般分为：项目建议书、可行性研究报告、初步设计、施工准备、建设实施、生产准备、竣工验收、后评价等阶段。一般情况下，项目建议书、可行性研究报告、初步设计称为前期工作。水利工程建设项目的实施，必须通过基本建设程序立项。基本建设程序是基本建设项目从决策、设计、施工到竣工验收整个工作过程中各个阶段必须遵循的先后次序。水利水电基本建设因其规模大、费用高、制约因素多等特点，更具复杂性及失事后的严重性。因此，其基本建设程序更复杂，要求更严格。

Abstract：The water conservancy construction procedures are generally divided into： project proposal， feasibility study report， preliminary design， construction preparation， construction and implementation， production preparation， completion and acceptance， the evaluation stage. In general， project proposals， feasibility studies， preliminary design called the preliminary work. Implementation of water conservancy construction projects must project through capital construction program. The basic construction of infrastructure projects from the program is making， design， construction， completion and acceptance of the entire work process must be followed at all stages of the order. The basic construction of water conservancy and hydropower because of its large scale， high costs， constraints and more features， more complexity and seriousness of the accident after. Therefore， the basic construction procedures more complex， requiring more stringent.

1.項目建议书阶段

项目建议书应根据国民经济和社会发展规划、流域综合规划、区域综合规划、专业规划，按照国家产业政策和国家有关投资建设方针进行编制，是对拟进行建设项目提出的初步说明。项目建议书编制应当委托有相应资格的工程咨询或设计单位承担。

2.可行性研究报告阶段

根据批准的项目建议书，可行性研究报告应对项目进行方案比较，对技术上是否可行和经济上是否合理进行充分的科学分析和论证。经过批准的可行性研究报告，是项目决策和进行初步设计的依据。可行性研究报告编制应当委托有相应资格的工程咨询或设计单位承担。可行性研究报告经批准后，不得随意修改或变更，在主要内容上有重要变动，应经过原批准机关复审同意。
