摘 要：河道采砂是采集河床表面的床砂，床砂是河道挟带泥沙的水流与河床相互作用的产物。河床砂石是河道稳定、水砂平衡的物质基础。天然河流中都含有一定的泥砂。河流中的泥沙就其来源而言可分为两类：一类是从流域地表冲蚀而来的，另一类是从原河床冲起来的。大规模的基本建设项目需要大量的砂石材料，而河道中滥采乱挖河砂，对河岸稳定、防洪安全、生态环境等方面又带来很大负面的影响。因此，河道采砂的管理工作，已成为河道管理部门的难点和重点。

我国众多江河中都蕴藏着丰富的砂石，河流中的砂石是构成河床的基本物质，是保持河床相对稳定的基本要素。在一定的水流条件下，河道的水砂处于相对平衡的状态，如果河水中的来砂量大，河道将会发生淤积；如果河水中来砂量少，河道将会发生冲刷。因此，河道是水流和水床的矛盾统一体，两者按河流动力学的客观规律相互制约，从而使河道处于动态平衡。

河道采砂活动充分证明，河道砂石的移运或开挖将会影响水流的形态和河势的稳定。水砂运动存在客观的不以人们意志为转移的规律性，河道采砂首先要尊重水砂运动的客观规律，如果把河道中的砂石视为单纯的矿产资源或建筑材料，实质上是割裂了水砂相互作用的客观规律。因此，对于河道砂石要有一个全面的认识，不能把砂石视为单纯的矿产资源或建筑材料。……
