摘 要 随着高校学生事务管理引入程序正当的价值理念与方式方法，程序育人逐渐成为学生事务管理的题中之义。高校学生事务管理程序育人，需要明晰“程序育人”理念，推进学生事务管理的法治化进程；完善“程序育人”制度， 逐步推进学生事务管理行为的规范化水平；优化“程序育人”队伍，不断提升高校学生事务管理者专业化素养。

Abstract With the introduction of the proper value concept and method of the student affairs management in colleges and universities， the program education has gradually become the meaning of the student affairs management. In order to educate students in the university student affairs management program， it is necessary to clarify the concept of "procedural education"， promote the rule of law in student affairs management； improve the "procedural education" system， gradually promote the standardization of student affairs management behavior； optimize "procedural education" team， constantly improves the professionalism of college student affairs managers.

学生事务管理是高校内部治理的重要组成部分，其专业化、法治化和科学化水平决定着高等教育治理能力的高低，也对学生事务管理育人职能的行使产生重要影响。2017年9月1日，新《普通高等学校学生管理规定》（以下简称新《规定》）开始实施。这是在深入推进依法治校的背景下，為进一步完善现代大学制度，提高高等教育治理体系和治理能力现代化水平的重要举措。毋庸置疑，法治的核心是程序之治，提高学生事务管理法治化水平，必然要求以程序正当作为保障。高校学生事务管理程序正当不仅具有完善现代大学制度的工具价值，还具有程序育人的本体价值。继2005年版《普通高等学校学生管理规定》明确和规范管理程序后，新《规定》进一步彰显了“程序育人”的理念。

1 明晰“程序育人”理念，推进学生事务管理的法治化进程
