摘 要 促进无纸化办公模式的实现过程中，电子印章作为新兴技术产品越来越被重视，电子印章不仅基于电子签章技术，还应用了安全行为技术，使印章安全性有了更大的提高。实体印章作为主流传统产品，电子印章与其存在着一定的共同点和区别点，在公安实际工作方面将电子印章与传统实体印章的关系进行比对，对深入研究电子印章发展方向和趋势有着必要性。

Abstract In the process of promoting the realization of paperless office mode， the electronic seal is more and more important as an emerging technology product. The electronic seal is not only based on the electronic signature technology， but also applies the security technology to make the seal more secure. The physical seal is a mainstream traditional product. The electronic seal and the physical seal have common points and differences. It is necessary to compare the relationship between the electronic seal and the physical seal in public security work， and it is necessary to deeply study the development direction and trend of the electronic seal.

0 引言

印章是人們在进行社会活动和经济交往过程中的重要凭证，在我国政府、企事业单位、个人之间颁布文件、签订合同等文书、票据方面有着重要的证明作用。根据古代文献及考古实物综合分析，普遍推断出在殷商晚期出现了印章，并盛行于战国，以手工雕刻为主，因此传统印章有着悠久的历史。在激光雕刻的技术方法出现后，用软件和机械技术代替了人力的手工雕刻，集光、电、机一体化的激光雕刻出的印章印文更为规范。随后在21世纪初始，光敏技术的快速发展使得印章的制作更加简便快捷，且印章印油一体式的结构特点在携带以及盖印时更为便利。

与此同时，互联网的普及深深影响了我们的生活和工作，电子商务的应用与发展成为了我们最为重视的方向。数字化信息的出现能够节约时间、社会、自然等资源，促进无纸化办公的实现，并且提高了人们生活及工作效率。网络又是一个开放的空间，在便捷的同时对一些信息安全又存在着威胁，电子信息在传输过程中是否被篡改、窃取并伪造等问题引出了相关文件安全性课题，这样便引出了电子签名技术。……
