上海自贸区升级背景下苏沪城际空间结构演化

[摘 要]分析上海自贸区升级背景下苏州与上海间的经济联系，运用城市群空间关联方法对苏沪间产业关联和城市功能关系进行研究，结果表明，上海向长三角城市群发挥辐射作用模式多元化；上海总部经济进一步强化，与其他城市空间结构也预期变动。上海自由贸易港区建设为苏州对接上海自贸区建设提供了新契机。苏州应抓住新机遇，提高投资与贸易便利化程度，强化苏沪双核城市模式和苏沪间产业链关联程度。

Evolution of Inter-city Spatial Structure between Suzhou and Shanghai against the Upgrading of China (Shanghai) PFTZ

Abstract：In order to analyze the economic relationship between Suzhou and Shanghai on the background of constructing and upgrading China (Shanghai) PFTZ, spatial-correlation-mode was applied to study industrialassociation and urban functional relationship between them. The study shows the diversi fi cation of Shanghai’s radiation effect on the Yangtze River delta. The central economy position is strengthened with potential shift of inter-city spatial structures. Shanghai Free Port Zone offers Suzhou a new opportunity to enhance the dual-core-city mode and industrial chain connection by improving investment and trade facilitation.

党的十九大报告提出“赋予自由贸易试验区更大改革自主权”[1]，表明贸易保护主义抬头的国际背景下我国加大改革开放的决心。而此前的2017年3月，《国务院关于印发全面深化中国（上海）自由贸易试验区改革开放方案的通知》（国发〔2017〕23号）明确提出，在洋山保税港区和上海浦东机场综合保税区等海关特殊监管区域内，设立自由贸易港区，对标国际最高水平[2]。将对标新加坡、香港等自由港，建设开放度最高的自由贸易港区，意味着已建设五年的上海自贸区会进一步升级，未来涉及范围更广、“自由”空间更大。……
