摘 要：新时代中国特色社会主义理论基本内涵包括“坚持全面以法治国”，党的政治理论的最高范畴是“党的领导”“人民当家作主”和“依法治国”，这是要把中国建设成为社会主义现代化法治国家伟大实践与未来发展目标的深刻反映。认真反思我国巩固与发展和谐民族关系的过往实践，毋庸讳言，总的格局仍主要是政府主导，社会则参与不足。正是基于上述背景，本文提出了“政法兼治”（政策与法兼治）概念，并具体论述了我国的民族政策是带有法律权威性的政策、有效贯彻落实民族政策要求法治化建设、巩固与发展和谐民族关系必须政法兼治等观点。

Abstract：One of the basic connotation of socialism with Chinese characteristics in the new ear is to build up rule of law in all respects， the most important parts of the partys political theory are that the leadership by the party， the country run by the people and rule of law； all of these above are the in￣depth reflections of the great practice and development goal of build China into a modern country with rule of law. Reflecting on the practice of consolidating and developing harmonious ethnic relation， the conclusion is that the government played the leading role and the lack of participation. Thus，the concept of rule of Law and policies is put forward with the claims that its necessary to combine ethnic policies with law， the building up of rule of law is helpful for the implementation of ethnic policies， and the rule of law and policies is a necessity for the consolidating and developing ethnic relation.

我国社会主义民族关系的理想状态是一种和谐状态，巩固和发展这种和谐民族关系，是一个从应然到实然的过程，需要全国各族人民，在党和政府领导下，付出巨大努力。所谓“和谐”，打一个比方，就像一部复杂机器，只要各组成部件各安其位，各尽其能，保证整部机器正常运转，就是和谐了。我国就如同一部复杂机器，各个民族有如组成部件，只要他们各安其位，各尽其能，社会也就和谐了。不过，这样的和谐，只是社会和谐的基本形态，其更高级形态是高度和谐，即通过社会不断转型发展，变得越来越先进，越来越和谐，是先进加和谐。对于我们统一的多民族国家而言，就是经由共同团结奋斗，各民族越来越繁荣发展，从而呈現出一种动态的、由存在和谐到发展和谐的不断演变进程，就是高度和谐，这一过程要求各民族都要为巩固和发展和谐民族关系不断发挥正功能，社会和谐是各民族的共同利益与最高利益。……
