摘要 以长春市汽车开发区为研究对象，构建农地保障功能测度指标，利用收益还原法和功能价值法建立农地征收补偿标准理论框架，并对承包期延长前后农地保障效益的变化进行比较。结果表明，农地对农民的社会保障效益显著，承包期延长提高了农地的社会保障效益，未来若继续采用产值倍数法进行征地补偿，将对农民长期利益造成损害。因此，补偿应朝多元化方向转变，提高补偿方式的可持续性，采用多种措施结合的方法对农民进行安置。

Effect of Prolonged Land Contract Period on Land Acquisition Compensation

Abstract Taking Changchun automobile development area as the research object，the measurement index of farmland security function was set up，the theoretical framework of farmland acquisition compensation standard was established by using the income capitalization approach and the functional value method，and the changes of the rural land security benefits before and after the extension of the contract period were compared.The results show that，the agricultural land had a remarkable benefit to the social security of the peasants，and the extension of contract period significantly improved farmland social security benefits.In the future，if the land acquisition compensation is continued by using multiple output method，the long-term interests of farmers will be damaged.So the compensation should shift towards to the direction of diversification，improve its sustainability，and the resettlement of farmers should combine with a variety of measures.

黨的十九大报告提出“保持土地承包关系稳定并长期不变，第二轮土地承包到期后再延长30年”[1]，延长承包期对稳定土地承包关系、促进农业发展有着长远意义。农地对农民的基本生活、就业、养老等具有一定的保障功能，在现阶段农村社会保障制度严重滞后并且一时难以建立的情况下[2]，土地的保障功能对于农民意义重大。土地承包期延长将会调动农民生产投入积极性，促进土地可持续发展，扩大土地保障效益。中国工业化、城市化的快速发展必将导致农地非农化[3]，当前中国经济仍然具有典型的二元经济特征，城市土地面积快速扩张，导致土地需求量的激增[4]。我国征地制度改革滞后，存在征地补偿标准低、因公共利益需要的建设用地范畴不明、征地程序缺失等问题[5]，在土地承包期延长后如果不能及时改进补偿制度，将会激化土地征收过程中的矛盾冲突，引发并行的社会问题。……
