【摘 要】习近平同志在党的十九大报告指出，必须树立和践行“绿水青山就是金山银山”的理念，为加快生态文明体制改革、推进绿色发展、建设美丽中国做出了战略部署。塞罕坝“从一棵树到一片林海”绿色奇迹，始终贯穿了“牢记使命、艰苦创业”，让沙漠变绿洲，绿水青山变成金山银山的一种力量和担当。论文旨从习近平同志的“两山”理论完整体系的确立，结合塞罕坝绿色发展实践，学习贯彻十九大精神，探索新时代生态文明建设的有效路径。

【Abstract】In the report of the 19th National Congress of the Communist Party of China， comrade Xi Jinping pointed out that we must set up and practice the idea of "lucid waters and lush mountains are invaluable assets"， and the strategic deployment was made for speeding up the reform of ecological civilization system， promoting the green development， and building a beautiful China. The green wonder of “from a tree to a forest”in Saihanba has always run through the concept of "keeping the mission firmly in mind， working hard to start a business"， and a kind of strength and responsibility of turning desert into oasis， lucid waters and lush mountains into invaluable assets. From the establishment of the complete system of the "two mountains" theory of comrade Xi Jinping， combined with the practice of green development of Saihanba， and study of the spirit of the 19th National Congress of the Communist Party of China， the effective path of ecological civilization construction in the new era is explored.

1 习近平“两山”理论完整体系的确立

“金山银山”与“绿水青山”这“两山”理论，正在被海内外越来越多的人所知晓和接受。很重要一个原因，就是党的十八大以来，习近平总书记在国内国际很多场合，以此来阐明生态文明建设的重要性，为美丽中国指引方向。可以说，“两山”理论已经成为习近平治国理政思想的重要组成部分。

1.1 既要绿水青山，也要金山银山

“在实践中对绿水青山和金山银山这‘两座山之间关系的认识经过了三个阶段：第一个阶段是用绿水青山去换金山银山，不考虑或者很少考虑环境的承载能力，一味索取资源。第二个阶段是既要金山銀山，但是也要保住绿水青山，这时候经济发展和资源匮乏、环境恶化之间的矛盾开始凸显出来，人们意识到环境是我们生存发展的根本，要留得青山在，才能有柴烧。……
