摘要：本文主要针对不动产测绘和权籍调查进行研究和分析，通过相关研究发现，不动产权籍调查非常复杂，在操作的时候不单单需要测绘不动产平面，还需要调查不动产的结构，另外还需要精确测算不动产的面积。由于当前经济发展速度进一步加快，房屋建筑面积逐步增大，新形势下不动产及其权籍调查测绘分析难度更大，本文着重对其进行分析，以供参考。

Abstract： This paper mainly focuses on the research and analysis of real estate surveying and survey of rights records. Through relevant research， it has been found that real estate ownership survey is very complicated. In the operation， it is not only necessary to map the real estate plane， but also to investigate the structure of real estate， and it also needs to measure the area of real estate accurately. As the current speed of economic development is accelerating and the building area of houses is gradually increasing， it is more difficult to investigate and analyze the survey of real estate and its ownership in the new situation. This article focuses on its analysis for reference.

1 新形势下不动产权籍调查测绘工作中存在的问题

调查房地产地籍的时候需要注意房地产登记和申请的整个流程，必须依照国家的相关法律法规，明确调查工作主要有土地的用途、土地的界限、土地的面积等，最终汇总这些资料形成地籍调查报告，作为房地产证书和房地产登记的重要依据。调查房地产权集的时候，调查方式很多，主要包含了权属调查、不动产单元设定、测量等。权属调查主要是利用实地勘察，还有外业核实等诸多方法将房地产的权属进行进一步明确。

1.1 缺乏规范性

登记的过程中，机构衔接的过程中出现一定的问题，造成不动产登记无法顺畅连贯的进行。不动产登记的过程中，需要国土、林业、房产各部门进行通力合作，才可以确保登记工作快速有效。在此过程中很容易产生各机构无法连贯衔接，而对不动产权籍调查测绘的工作产生直接影响，所以我国要依照现在形势变化的情况，由于各部门的职责分配情况和差异性，当前在资料数字化或者保管过程中，没有规范性，无法实施共享相关数据，无法通过计算机技术对测绘工作进行有力支持等因素，造成了不动产统一登记困难重重。……
