摘要：随着全球经济的不断发展，以及建设“一带一路”的时代背景下，国企拥有更多开拓国外市场的机会。为促进企业发展，国企大力加强国际化合作，外事活动大幅增加，国企外事管理工作的重要性以及存在的问题在新形势下越显突出，做好外事管理工作成为了国企进军国际市场，在激烈的竞争中处于有利地位的前提保障。本文论述了国企外事管理工作中存在的问题，并对如何做好新形势下国企外事管理工作，助推国企的国际化发展提出了几点建议。

Abstract： With the continuous development of the global economy and the era of building "the Belt and the Road"， state-owned enterprises have more opportunities to open up foreign markets. In order to promote the development of enterprises， state-owned enterprises strengthened international cooperation and foreign affairs activities increased significantly. The importance and problems of foreign affairs management of state-owned enterprises became more prominent under the new situation， and doing a good job in foreign affairs management has become a prerequisite for state-owned enterprises to enter the international market and be in a favorable position in the fierce competition. This paper discusses the problems existing in the foreign affairs management of state-owned enterprises， and puts forward several suggestions on how to do a good job of the foreign affairs management of state-owned enterprises in the new situation and boost the international development of state-owned enterprises.

1 外事管理工作概述及重要作用

1.1 外事管理工作概述

外事管理工作是指企业贯彻执行中央和国家的外事工作方针政策和法律法规，开展对出国（境）和接待外籍人员的服务、审核和管理工作，主要包括出国计划的编制和管理、出国（境）及接待外籍人员的团组手续办理、任务审批、因公出国证件及签证的申办、开展行前教育等，是一项政治性和纪律性很强的工作。

1.2 外事管理工作重要作用

随着国际化经济的迅速发展，越来越多的国企为取得更好的经济利益和企业发展，大力开展对外交流工作，涌入竞争激烈的国际市场中，国际市场机遇稍纵即逝，外事管理工作作为国企出国（境）和接待外籍人员的重要前提工作，能够让国企在国际市场中及时应对复杂国际环境、迅速抢占先机、最快获取经济利益，对促进国企国际化发展具有举足轻重的作用。……
