摘 要： 通过平安城市运维服务中心的建设进一步健全规范运行维护管理机制，以科技手段加强监控资源的运行监测能力，提升运行维护管理效能，提高运维信息化建设水平，将维护管理延伸到系统运行的全过程。紧密结合平安城市建设的实际情况，通过运维服务中心场所建设、运维管理工具、运行保障体系等三大方面，具体阐述了如何建立全方位、综合性的平安城市智能化运维服务中心。

Abstract： Through the construction of the operation and maintenance service center of safe city， the operation and maintenance management mechanism is further perfected. By means of science and technology， the monitoring ability of monitoring resources is strengthened， the efficiency of operation and maintenance management is promoted， the level of operation and maintenance informatization construction is improved， and the maintenance management is extended to the whole process of the system operation. Combining with the actual situation of the construction of safe city， this paper expounds how to establish a full-scale and comprehensive safe city intelligent operation and maintenance service center through three aspects， i.e. the construction of operation and maintenance service center， operation and maintenance management tools， and operation guarantee system and so on.

0 引言

自2004年以來，在党和政府的倡导和指导下，各级政府和公安部门围绕“构建和谐社会、创建平安城市”的工作核心，大力发展平安城市建设，随着监控资源规模的不断扩大，监控时间的不断延长，也给监控系统的维护工作带来新的挑战。如何及时了解视频监控系统运行情况，确保大型监控系统长期、稳定运行，将已建成并投入运行的系统“管理好、维护好、使用好”，使其在社会治安防控和应急事件处置中发挥更大的作用，这些需要我们深度挖掘系统的应用价值。

1 研究内容

本项目的建设将紧密结合平安城市建设的实际情况，通过运维服务中心场所建设、运维管理工具、运行保障体系等三大方面建设，具体阐述了从以下三方面建立全方位的、综合性的平安城市智能化运维服务中心：
