摘 要：创新驱动开创了电力企业发展的新篇章。近年来随着国内外经济形势的不断变化和行业竞争的日益激烈，华电重工股份有限公司（以下简称“华电重工”）亟待寻求进一步的可持续发展。本文结合电力企业的发展现状，借助SWOT分析法剖析了华电重工的优势、劣势、机遇和挑战，对华电重工的发展战略及实施措施进行了研究，以期探讨如何塑造适合我国电力企业发展的经营管理战略规划。

Abstract： Innovation driven has opened a new chapter in the development of electric power enterprises. In recent years， with the continuous change of domestic and foreign economic situation and the increasingly fierce competition in the industry， Huadian Heavy Industries Co.， Ltd. （hereinafter referred to as "Huadian Heavy Industries"） urgently needs to seek further sustainable development. This paper analyzed the advantages， disadvantages， opportunities and challenges of Huadian Heavy Industries with the help of SWOT analysis， combined with the current development situation of the electric power enterprises， and studied the development strategy and implementation measures of Huadian Heavy Industry， in order to explore how to shape the management strategy planning suitable for the development of electric power enterprises in China.

1 创新驱动背景下我国电力企业的发展现状

近年来，我国电力行业以“四个革命、一个合作”的能源战略思想为指导，电力产业持续快速发展。我国的电力企业从改革开放至今已走过30余年，经历了集资办电、政企分开、厂网分开等阶段，逐步从承擔政府行政管理职能的企业到自主经营的现代化、公司化企业。随着国家开始实施创新驱动战略，电力企业纷纷加大科技投入力度，积极推进核心技术研发、科技成果转化以及示范工程建设等，开创了电力企业发展的新篇章。但是，我国电力行业整体发展水平还有待提高，自主创新能力、核心技术研发能力等难以达到世界先进水平，能源结构问题依然突出，电力行业中的一些关键装备和材料都有赖于进口。

华电重工股份有限公司成立于2008年12月，是中国华电工程（集团）有限公司的核心业务板块及资本运作平台、中国华电集团公司工程技术产业板块的重要组成部分，业务涵盖国内外电力、煤炭、石化、矿山、冶金、港口、水利、建材、城建等领域，已成为电力行业不可忽视的中坚力量。……
