摘 要：充分了解掌握中、美质量奖评奖标准的异同，对中国质量奖评奖标准的修订、完善及使用有着切实的作用。采用文献查阅法、归纳法、推理法对中、美质量奖评奖标准进行对比分析。介绍了中、美质量奖评奖标准的由来，从标准框架结构、标准条款分值设置、标准条款内容3个方面对2个标准进行了对比，总结了2个标准在3个方面的异同，分析了2个标准存在的不同原因。通过对比分析得出：框架结构方面，两者都由7个类目构成，但美国波多里奇质量奖评奖标准将核心价值观作为标准的基础，而《卓越绩效评价准则》框架结构中没有体现；条款分值设置方面，美国波多里奇质量奖评奖标准体现了“结果导向”的思想。中国《卓越绩效评价准则》体现了“过程导向”的思想；条款内容方面，中国《卓越绩效评价准则》更注重社会可持续发展，而美国波多里奇质量奖评奖标准更注重组织继任者的培养、运营的透明度等方面。

Abstract：A full understanding of the similarities and differences between the prize standards of the China-America Quality Award has a real effect on the revision，improvement and use of the prize standards of the China Quality Award.The literature review method，inductive method，and reasoning method were applied to compare the prize standards of the China-America Quality Awards.This paper introduced the origin of the prize standards of the China-America Quality Award，compared the two standards from three aspects：the standard framework，the standard terms and the conditions of standard terms，summarized the similarities and differences of the two standards in three aspects，analyzed different reasons of the two standards.Through the comparative analysis，it concluded that in the aspect of frame structure，both of them are composed of seven categories，but the prize standards of the America Baldrige Quality Award adopts the core values as the basis for the standards，while the “criteria for Performance Excellence” framework structure does not.In the aspect of the standard terms，the prize standards of the America Baldrige Quality Award reflect the “result-oriented” thinking.The “criteria for Performance Excellence” reflect the “process-oriented” thinking.In the aspect of the content，the “criteria for Performance Excellence” pay more attention to the sustainable development of society.However，the prize standards of the American Baldrige Quality Award pay more attention to the training of organizational successors and the transparency of operation.

中國质量奖现行评奖标准GB/T 19580—2012《卓越绩效评价准则》是以2011—2012版美国质量奖—波多里奇质量奖评奖标准为基础制定的，美国每两年对波多里奇质量奖评奖标准进行一次修订，现最新标准为2015—2016版。中国2012年颁布《卓越绩效评价准则》以来，一直未做修订。对中、美两国质量奖评奖标准的内容进行对比，分析两者的异同，对中国《卓越绩效评价准则》将来的修订及相关人员的理解、掌握和使用有重要的作用。……
