摘要： 加强新形势下海上动员力量建设，使之与综合国力相匹配、与形势任务相适应、与军事战略方针相契合，是实施军民融合式发展国家战略的重要载体，也是贯彻落实党中央、中央军委和习主席关于经略海洋、维护海权、做好海上方向军事斗争准备战略意图和决策部署的应有之意。

Abstract： Strengthening the construction of maritime mobilization power under the new situation， making it match with the comprehensive national strength， adapting to the task of the situation and conforming to the military strategic policy， is an important carrier for the implementation of the national strategy of the military-civilian integration development. It is also the proper meaning of implementing the Party Central Committee， the Central Military Commission， and Chairman Xi's views on managing the sea， safeguarding maritime power， and making good preparations for strategic intentions and decision-making arrangements for military struggles in the direction of the sea.

0 引言

海上民兵侦察力量作为海上动员力量的重要组成部分，是我军获取海上情报的重要手段之一，因其数量众多、作业海域广，有一定几率发现隐身性能好、采取隐蔽航渡战术和为我军用舰船不宜进入的敏感海域或我沿岸雷达盲区活动的海上目标，拓宽了海军情报渠道。新形势下，如何更好的开展海上民兵侦察工作，使其适应军民融合式发展总要求，发挥出更大效能，及时提供高价值情报信息，对海上联合作战的实施有着十分重要的意义。

1 新时期海上民兵侦察力量的地位

1.1 发展海洋经济利益，建设海洋强国战略的需要

我国既是陆地大国，也是海洋大国，拥有广泛的海洋战略利益。提高海洋资源开发能力，发展海洋经济，保护海洋生态环境，坚决维护国家海洋权益，建设海洋强国，是实现中华民族伟大复兴“中国梦”的重要组成部分。随着建设海洋强国战略的推进，我经济触角不断向远海、远洋延伸，迫切需要一支控制近海有能力、拓展外海有基础、发展远洋有条件的海上民兵力量辅助海军维护海洋利益。……
