摘要： 随着社会经济形态的转变，社会对高技术人员和高素质的管理人才的需求越来越多，国家为了填补这一人才缺口对高校发布了“双高”的教育要求，高校的图书馆必须快速提高在校学生的技术能力和管理水平，我们可以通过利用图书馆的相关资料与学科对接，让学生可以更好的阅读到相关学科的专业知识，通过一些宣传方式和推送服务，让在校学生喜欢上待在图书馆的这种感觉，从而让学生合理的利用时间把本学科的知识融会贯通，在能力之内还可以拓展一些学科外的知识，增加阅读面来提升自己的整体能力。

Abstract： With the transformation of social and economic patterns， the demand for high-tech personnel and high-quality managerial talents is increasing in the society. In order to fill this talent gap， the state has issued a "double-high" education requirement for colleges and universities， and libraries in institutions of higher learning must quickly improve the technical skills and management of students in the school. We can use the library's related materials to connect with the subject， so that students can better read the professional knowledge of relevant disciplines， through some promotional methods and push services， students in the school like staying in the library， so that students can make reasonable use of time to integrate the knowledge of the subject， within the ability can also expand some knowledge outside the discipline， increase the reading surface to enhance their overall ability.

0 引言

由于大学时期学生们的自由时间比较多，这样设置的目的原本是为了让学生可以去学习更多自己感兴趣的科目和社会活动，但是在校学生利用空闲时间都在宿舍打游戏玩手机，这样的大学生活状态与国家的“双高”政策完全相违背。我们要通过加以宣传和开展活动，让学生重新捡起对图书观的热情，慢慢培养学生每日读书的好习惯，帮助每一位学生都成为一个高技能高管理能力的“尖子”。

1 在新形势下高校图书馆存在的发展滞后问题

在国家新政策的要求下，高校必须加快对图书馆中存在的一些问题。校领导对图书馆管理的轻视、图书馆藏书量和多媒体资源库的缺少、在对外图书馆的宣传手段太少影响力太弱、图书馆管理制度的不完善、管理图书馆的人员能力不行等等因素都会造成高效图书观发展滞后的问题。……
