摘要：随着社会的不断发展，为了能够提高大型工程的施工质量，降低施工成本，建设单位通常都会通过招标的方式选择最适当的施工单位，不仅使工程项目能够顺利施工，而且还要减少招标企业在此方面的投资。招标工作中造价管理对于控制中标价格能够产生积极作用，但是由于造价管理工作在实际开展过程中受到各个方面因素的影响，导致其无法发挥自身的作用，出现各类问题。基于此种情况，本文就针对招标阶段的造价管理工作进行探讨，希望通过此次探讨能够提高造价管理水平，在实际应用过程中能够起到重要作用。

Abstract： With the continuous development of the society， in order to improve the construction quality of large-scale projects and reduce construction costs， the construction unit will usually select the bidding way to get the most appropriate construction unit so as to not only make the construction of the project smoothly but also reduce the investment of bidding company in this area. The cost management in the bidding work has a positive effect on controlling the bidding price， but due to various factors affecting the actual implementation of the cost management， it can not play its own role and various problems arise. Based on this situation， this article discusses the cost management work in the bidding stage to improve the cost management level through this discussion.

0 引言

对于工程项目来说，招标工作的开展主要是为了能够保障工程项目自身的施工质量，使工程项目具有较高效率，以此来为招标企业创造出更多的利润。造价管理和工程项目整体的施工效益有着十分紧密的联系，在招标阶段通过造价管理工作能够有效实现对工程建设成本的控制，最大程度提高工程项目的经济效益。随着招标体系的不断发展，其本身所存在的问题变得越来越明显，需要人们能够采取措施来改善这一情况。下面笔者就针对招标阶段的造价管理工作进行阐述。

1 招标阶段造价管理的重要性

在招标阶段对造价进行控制，其对工程项目总体造价都将产生直接影响。从现阶段企业发展情况来看，我国在建设投资体制上所进行的建设和改革都相对较为完善，但是在实际操作过程中还存在很多问题应当值得人们的重视。……
