摘要：基于矿井建设项目管理的特点，建设阶段煤矿项目管理的评价指标体系从对项目目标的控制力度、业主能力支持需求和承包商与建设单位的支持程度三方面建立，构建煤矿建设阶段项目的模糊综合评价模型。我们发现，模糊综合评价方法可以处理施工项目管理中的客观信息和主观信息，提高了矿井建设项目管理评价的可靠性和准确性。

Abstract： Based on the characteristics of mine construction project management， the evaluation index system of coal mine project management in the construction phase was established from the three aspects of the control degree of the project target， the owner's capacity support needs and the support level of the contractor and the construction unit to build the fuzzy comprehensive evaluation mode of project of the coal mine in construction phase. The fuzzy comprehensive evaluation method can deal with objective information and subjective information in construction project management and improve the reliability and accuracy of mine construction project management evaluation.

0 引言

随着我国煤炭工业的发展，建设项目管理模式理论在煤矿建设中已得到了很好的应用，对提高煤矿建设项目管理水平做出了重要贡献[1，2]。我国矿井建设项目管理模式经历了指挥部-筹备处-新建矿区管委会模式的变迁[3]，这些管理模式基本上都全面履行业主职责，工程完工后就地转入生产经营管理。经过我国多年的建设实践，如今煤炭企业采用较多的是DBB模式。经过理论和实践研究证明，这一模式在现阶段是适合我国矿井建设项目管理的。但这也不排除可以寻找其他更适合矿井建设项目的管理模式。因此矿井建设项目管理模式评价体系的建立为寻找其他更适合的管理模式奠定了基础。随着项目管理模式被不断引入煤矿建项目中，煤矿建设项目管理模式也在不断发展。决策者面临的课题已经从选择评价效果变为如何采用不同项目管理模式来衡量管理效果。
