摘要：十九大报告指出，要建设人民满意的服务型政府。当前，政府信息公开已经成为我国服务型政府建设的一项重要内容，如何建立以客户为中心的政府服务新模式，以信息公开化提升政府的公共服务水平是一个重要的切入点。该文将对相应的理论研究进行综述，在信息公开化如何提高公共服务水平这一问题的原因要素分析的基础上，提出以信息公开化提高公共服务水平的几点实现途径。

The Improvement of Public Service Level based on Information Disclosure

Abstract： The report of the 19th National Congress pointed out that it is necessary to build a service-oriented government that is satisfactory to the people. At present， the openness of government information has become an important part of the construction of service-oriented government in our country. How to establish a new customer service-centered model of government service and improve the government's public service with information disclosure is an important entry point. Based on the analysis of the causes of the problem of how to improve the level of public services， this paper will put forward some ways to improve public service with information disclosure.

1 文献综述与问题的提出

从学术研究的角度出发，伴随着社会经济的发展和行政改革的稳步前行及《政府信息公开条例》的实施，政府信息公开研究已成为公共管理学、行政学和法学等学科研究的热点问题。受新公共管理理论和新公共服务理论的影响，结合政府职能转变的迫切要求，国内学术界开始对我国公共服务的现状与问题进行理性思考，并从理论和对策上对当前公共服务的改革与发展进行了回应。诸多学者立足于国内政府信息公开的现实和社会发展的需要，从各自的学科视野出发，开展了大量、深入的研究。对信息公开的研究主要集中在对我国政府……
