【摘 要】随着我国人口老龄化程度日益加剧，老年人的养老问题成为了社会关注的热点问题。目前，社区照顾模式已成为了解决我国老人养老问题的主要途径之一。社区照顾模式存在着部分居民对社区养老模式认识不足、照顾供给和需求存在不匹配现象、专业人员缺乏志愿者队伍不壮大、法律法规不完善问题，针对存在的问题提出了相应的完善措施。

Research on the Community Care Model under the Background of Aging

【Abstract】With the increasing aging of China's population， the elderly's pension problem has become a hot issue of social concern. At present， the community care model has become one of the main ways to solve the elderly care problem in China. Community care model exists some residents lack of understanding of community endowment pattern existence does not match， to take care of the supply and demand， lack of professional staff volunteer team is not strong， imperfect laws and regulations， for the improvement of the existing problems put forward the corresponding measures.

0 引言

随着我国步入老龄化的时代，老年人的养老问题成了社会和国家关心的话题。在我国独生子女家庭的养老问题尤为的突出。目前，养老问题已经不再是一个家庭的问题，它已经上升到了一个社会层面的问题，积极寻找适合我国国情的养老模式迫在眉睫。社区养老作为我国三大主要养老模式之一，固然有其有优点，但不可否认在其不断发展的过程中也产生和出现了一些问题。本文就社区养老照顾模式存在的问题及完善措施进行了探讨。

1 社区照顾的含义

“社区照顾” 的理念源于英国，是英国在1945年到1970在英国社会福利构建的过程中逐渐摸索出来的一种新型的社会工作模式。社区照顾指利用整合社会当中各方面的资源，通过正规和非正规的照顾渠道，从而为服务需求者供应全方位地保障，从而确保其能够真正实现常人般生活。[1]社区照顾养老模式则是在社区内，通过运用社区的正式和非正式资源，尽量的对所在社区需要照顾的老人进行照顾，从而使老人在其熟悉的生活环境中能独立生活又能获得照顾，避免老人出现不必要的住院或者隔离的现象的出现。……
