摘要： 政府投资建设项目，既是固定资产投资项目的重要组成部分，同时也是具有较强公益性的项目。由于种种客观因素的限制，目前我国政府投资建设项目在工程造价控制方面，仍然存在很多亟待解决的问题，极大的影响着工程造价的控制水平。基于此，本文从工程造价控制的相关理论出发，基于工程造价控制的重要性，通过实例分析，详细阐述了政府投资建设项目工程造价控制存在的主要问题，并提出了针对性的解决对策，旨在为我国政府建设项目工程造价控制工作提供一定的参考。

Abstract： Government investment construction projects are not only an important part of fixed assets investment projects， but also the strong public projects. Due to various objective factors， there are still many problems that need to be solved urgently in the project cost control of government investment projects in China， which greatly affect the control level of project cost. Based on this， this article starts from the relevant theories of project cost control， based on the importance of project cost control， through an example analysis， elaborates the main problems in the project cost control of government investment projects， and proposes targeted solutions， to provide certain reference for the cost control of government investment construction projects.

0 引言

政府投资建设项目指的是政府作为全额投资人，或者主要投资人的工程建设项目。现阶段我国政府投资建设项目中的绝大部分，均是社会公共服务项目的建设。作为社会固定资产投资项目的主要部分，政府投资建设项目不仅投资数额相对较大，而且还具有较强的公益性，在为社会发展的基本需要提供重要保障的同时，也能够在一定程度上促进社会经济的快速发展。而项目的工程造价控制工作贯穿于项目的整个建设过程，是一个动态化的过程。因此，应该根据项目建设的不同阶段，制定阶段性的项目工程造价控制目标，并在相关理论的指导下，严格按照法律法规，开展项目建设的造价控制工作。
