摘要：辽河，中国七大母亲河之一，中国历史文明的发源地之一。从沈阳市全域发展格局看，辽河横跨一市一区两县，是城市建设边缘区，流经区域大部分以农业生产为主，是城市“中心—外围”结构中的边缘区域。辽河城镇带是统筹全市城乡发展格局的重要推进区域，从资源和发展条件看，也是有效解决三农问题、实现“望得见山、看得见水、记得住乡愁” 的理想空间。加快辽河城镇带建设，融合市域两大功能板块，对保障全市网络化城镇空间健康发展、实现全域统筹具有重要意义。

Abstract： Liao River， one of the seven mother rivers in China and one of the cradles of Chinese history and civilization. From the view of the overall development pattern of Shenyang， Liao River is a marginal area of urban construction， which spans one city， one district， two counties， and most of the flowing areas are agricultural production， which is the marginal area in the "center-periphery" structure of the city. Liao River Town Zone is an important driving area of urban and rural development pattern in the whole city. From the view of resources and development conditions， Liao River Town Zone is also an effective solution to the problems of agriculture， countryside and farmers， so as to realize "seeing mountains and seeing water， remembering homesickness". It is of great significance to accelerate the construction of Liao River Town Zone and merge the two functional plates of the city to ensure the healthy development of the urban space of the whole city and realize the overall plan of the whole area.

1 项目背景

辽河是我国的七大河流之一，辽宁省的母亲河。辽河文明历史悠久，文化传承源远流长，到如今，辽河流域已然由“生活、生产功能主导”转变为“生态功能主导”的发展态势。1996年，辽河曾被列入全国“三河三湖”重点治理对象，到2014年辽河治理取得了显著成绩，在全国范围内率先摘掉了“重污染帽子”。为了进一步优化辽河流域生态环境，沈阳市启动了辽河干流城镇带发展规划。

沈阳，素有辽河明珠之美誉。境内辽河干流长307公里，面积3850平方公里，是流域中河流最长、河道最宽、面积最广的区段。但沿线地区生态环境复杂脆弱，城乡建设水平较低，严重制约流域发展。

沈阳辽河干流城镇带是构建沈阳生态安全格局的核心，是连通沈阳远郊“一区一市两县”城乡发展的纽带，是实现新型城镇化发展的重要区域。……
