摘要： 随着社会主义建设事业的不断发展，经济水平的不断提高，交通运输的建设力度也在不断地加强。作为经济发展最基础的保障，高速公路这一基本交通设施的重要性是不言而喻的。高速公路建设项目数量的增多，难度的增加使得施工过程中安全问题越来越突出，为了公路施工的有序、高效进行必须要重视这些问题，采取有效的措施与方案进行管理。论文对当前公路施工工程中引发安全事故发生的原因进行分析，并总结了现阶段公路施工安全管理的整体状况，在此基础上结合国外先进管理经验，提出了公路施工安全事故预警管理模式。通过本文的研究希望能够为业界提供一定的参考，降低施工安全事故发生的几率，促进公路交通建设事业的高效发展。

Abstract： With the continuous development of the socialist construction cause and the continuous improvement of the economic level， the construction of transportation is also constantly strengthened. As the most basic guarantee for economic development， the importance of freeway as a basic transportation facility is self-evident. The increase in the number and difficulty of expressway construction projects make the safety problems in the construction process more and more prominent. In order to carry out the orderly and efficient construction of highways， it is necessary to pay attention to these issues and adopt effective measures and programs for management. The paper analyzes the causes of safety accidents in the current highway construction project， and summarizes the overall status of the highway construction safety management at this stage. Based on this， combined with advanced foreign management experience， it proposes a highway safety accident early warning management model. Through the research of this paper， it is hoped that it can provide certain reference for the industry， reduce the occurrence of construction safety accidents and promote the efficient development of highway transportation construction.

0 引言

经济建设水平的不断提高，城市化建设的不断推进，给我国公路交通建设工程带来了新的机遇和挑战。作为一个国家的重要基础设施，公路交通运输是联系全国经济、政治、文化的关键纽带，不但决定着一个国家的经济发展水平，而且关系着国家的安全与稳定。为了满足国家经济文化的发展，近几年公路交通建设项目的数量与规模都在逐渐地扩大。在日益增多的公路工程项目施工中，安全问题与质量问题也在频频爆发。面对这一客观现实，人们对公路交通工程建设的质量与安全性越来越重视。……
