摘要：随着国民经济的发展，工业与农业规模的不断扩大，河流水质环境受到前所未有的严重威胁，由于河流流经地区会受到来自工业排污、农业污染、生活垃圾等多方面的污染，从而导致河流水质与生态环境的严重下降。在全面贯彻党中央关于生态文明建设的有关规定，切实履行对河流生态资源的保护和恢复工作，做到河流生态资源的保护与利用，乐至县政府针对岔岔河流域水污染管理保护正在努力改造，本着关注民生，造福后代的发展意愿，切实关注岔岔河流域居民的饮水健康问题，促进人与自然的和谐发展，保证河流功能的可持续发展。

Abstract： With the development of the national economy and the continuous expansion of industry and agriculture， river water quality and environment have been seriously threatened. Rivers flowing through areas will be subject to pollution from industrial waste， agricultural pollution， and household waste. River water quality and ecological environment have been severely reduced. In comprehensively implementing the relevant provisions of the Party Central Committee on the construction of ecological civilization， the protection and restoration of river ecological resources have been effectively carried out to ensure the protection and utilization of river ecological resources. The Lezhi County government is making efforts to reform the water pollution management and protection of the Chacha River basin. It pays close attention to the drinking water health of residents in the Chacha River basin， promotes the harmonious development of humans and nature， and ensures the sustainable development of river functions.

0 引言

随着近年来乐至县政府加大招商引资工作，全面强化乡镇基础设施建设，在乡镇经济建设中取得了一系列成就，但与此同时，河流两岸居民用水排污量加大，流域内部分工厂对河流进行污水直接排放，生活垃圾数量加剧，造成岔岔河水质严重下降。对于乐至县来说，岔岔河作为流经大部分县辖区域的主要河流，是关乎本地居民生活、种植、养殖、生产等各个方面的重要决定因素，河流上游、中游都建设有水库，主要负责当地饮用水与防洪灌溉，当河流受到污染，受到污染的水源会进入水库，这就会对附近居民的饮水安全造成严重的威胁。因此，保护河流水资源，恢复河流生态功能，是关乎民生的重要工程，在乐至县政府的领导下，对全县岔岔河流域污染情况进行排查，并采取相应的手段治理污染。……
