摘 要：建立和发展新型研发机构是推动产业结构优化升级的重要抓手，在创新驱动发展中发挥了重要作用。本文分析了我国新型研发组织的发展现状，指出中国应通过完善法律法规、继续加大政策支持、加强科研成果推广、进一步完善顶层设计、加大资金投入、加强合作模式等方式，促进新型研发机构成长壮大，以更好地推进创新驱动发展战略。

Abstract： Establishing and developing new-type R & D institutions is an important step in promoting the optimization and upgrading of industrial structure， and plays important role in innovation driven development. The paper analysed the development status of China's new-type R & D organization， pointed out that China should improve laws and regulations， constantly enhance government support， strengthen the popularization of scientific research achievements， further perfect the top-level design， increase capital investment， and enhance cooperation mode， so as to promote the growth of new-type R & D organizations， and better promote innovation-driven development strategies.

当今时代，科学技术日新月异，科技革命不断冲击着传统模式，经济和产业变革呈现了不断加速的态势。中国能否在科技创新经济的变化发展下保持全球领先态势，如何在科技资源不断扩张的情况下强化管理和合理利用，是当前急需研究的課题。随着组织与产业之间的结合越发紧密，迫切需要研发组织形式的突破，我国对新型研发组织的发展建设给予了极大的关注。2016年中共中央、国务院印发《国家创新驱动发展战略纲要》，提出要建设世界一流科研院所和发展新型研发机构。2016年9月，国务院印发《北京加强全国科技创新中心建设总体方案》，提出创新科研院所运行体制机制，推广北京生命科学研究所管理模式。此外，国务院印发的《“十三五”国家科技创新规划》以及中共中央办公厅、国务院办公厅印发的《深化科技体制改革实施方案》等都对推动新型研发机构发展做出重要部署。
