摘 要： 中国行政价值本真与时代气质是中国行政精神的高度凝结和体现。中国行政是中国政府性质和行政特色的反映，是行政学的中国话语表达。人民政府的主体性质及其为人民服务的行政宗旨决定了我国行政的方向、路线和使命，是思考中国行政学发展命运的实践根基。人民至上，依法行政，通力合作，为公奉献是中国行政价值理性反思的本真诉求及其時代发展的气质表达。

Abstract： The real values and temperaments of the times in Chinese administration are embodiment and condensation of Chinese administrative spirit. Chinese administration is the reflection of the nature and administrative features of Chinese government， and also is the expression of public administration in Chinese discourse. The subject and the quality of people's government and the administrative purpose of serving the people both determine the direction， road and mission of Chinese administration are the practical basis for thinking about the fate of the development of Chinese administration. People supremacy， administration by law， cooperation and dedication to the public are the rational reflections of Chinese administrative values and the expressions of the temperaments of the times.

中国行政在不断改革中确立自己独立的价值和气质。当改革开放成为时代主题，全球化和网络化成为发展主流的背景下，只有对中国行政不断进行改革和创新，才能更好地彰显和实现行政的价值。

一、人民诉求是我国行政的唯一宗旨

人民利益高于一切不仅是我国政治的宗旨，也是我国行政的宗旨。全心全意为人民服务是一切行政的出发点，是所有行政人员的至高使命。

（一）国家性质决定行政宗旨

国家性质不同，行政指向不同。把人民利益放在首位体现了人民政府的性质和执政理念，全心全意为人民服务是所有行政机关、行政组织和行政人员的价值取向及其崇高使命。

人民民主专政的本质是人民当家作主。人民是历史的创造者，也是改革开放的主力军。毛泽东同志和邓小平同志都强调人民创造历史，人民推动历史前进。习近平总书记系列讲话强调最多的就是人民群众，一切为人民服务，保持同人民群众的血肉联系，因为人民群众是我们力量的源泉。……
