摘 要： "为官不为"，是指党员领导干部在行使权力和履行职责的过程中怠于履行自身职责与义务，因而降低服务效能以致影响政府公信力的行为，对经济社会发展以及党在人民群众中的形象产生不良影响。个别党员干部对权力来源认知有误，缺乏引领经济社会发展能力和容错试错机制尚未建立是"为官不为"的生成机理。政治生态视域下构建防范和治理"为官不为"，需要进一步增强和树立党员干部的理想信念与宗旨意识，提升其干事创业、奋发有为的能力与水平以及完善选拔考核和评价机制等。

Abstract： Since the18th CPC National Congress ， with the deepening of the strict administration of the party， the anti corruption situation of “zero tolerance”， the promulgation and implementation of the eight rules ， disciplinary sanction of the Communist Party of China and the accountability regulations of the Communist Party of China， some leading Party cadres have a negative thought； officials living in dire poverty， officials faced with great difficulties， and being neglectful of their duties. The thinking of being neglectful of their duties has a great influence on some leading cadres， which is spreading gradually among some Party members and cadres as well as shakes the ruling foundation of the Party， and will have a bad effect on the economic and social development and the image of the Party in the people. Some party cadres have misconceptions about the sources of power， and the lack of a mechanism for leading economic and social development and fault tolerance has not yet been established. Political ecological horizon， prevention and governance， "the officer not to" need to be further enhanced and set up the party members and cadres of ideal faith and the objective consciousness， improve their clerkstarts and promising ability and level， and improve the selection of assessment and evaluation mechanism， etc.

“為官不为”本质上就是一种工作态度或者心理状态，表现为行使权力和履行职责的党员干部不认真对待自身的工作，不能根据岗位职责自觉履行自身的义务，由此滋生无所作为的态度与行为。中国共产党第十八次代表大会的召开彰显了全面从严治党进入新时代，几年来在管党治党和惩治腐败方面取得了显著的成效。但是，我们不可否认在实际工作中“为官不为”的现象依然存在。习近平总书记在省部级领导干部学习贯彻党的十八届五中全会精神专题研讨班中提到：“为官不为问题不可忽略，如今来看也是件迫切要解决的问题。”[1]李克强总理也不止一次地说到：“身居职位无作为，只领工资不做事，散漫懈怠不上心，也是腐败的一种。”[2]伴随着全面从严治党的不断深入，全党在努力营造风清气正、奋发有为的政治生态，“为官不为”问题已经引起各级党委和政府的高度重视。……
