摘 要： 养老是我国民生事业中的一项重要内容，我国素有敬老养老的传统美德，然而，随着人口老龄化程度的不断加深，迫切需要构建一套符合时代潮流的养老服务体系，这不仅是社会发展的需要，也是时代进步的必然要求，同时也是我国全面建成小康社会进程中的重要任务。习近平总书记在十九大报告中明确指出要积极应对人口老龄化，构建养老、孝老、敬老政策体系和社会环境。构建以居家为基础、社区为依托、机构为补充、医养相结合的养老服务体系是新时代下发展养老产业的重要模式。

Abstract： Pension is an important part of the livelihood of our country. Our country has the traditional virtue of respecting and supporting the elderly. However， with the deepening of the aging of the population in our country， it is urgent to build a set of old-age service system which is in line with the trend of the times， which is not only the need of social development， but also the necessary requirements of the progress of the times. It is also an important task for our country to build a well-off society in an all-round way. In his nineteenth CPC national congress major reports， general secretary Xi Jinping clearly pointed out that we should actively respond to the aging of population and build up the policy system and social environment for supporting the elderly， filial piety and the old. Building an old-age service system based on home based， community based， institutional supplement and medical care is an important mode of developing the pension industry in the new era. From the point of view of the community， this paper will study the optimization strategy for the construction of the old-age service system through a comprehensive analysis of the shortage and shortage of the community pension system at the present stage.

据全国老龄办公布的数据，截至2017年底，我国60岁及以上老年人口已达到2.41亿人， 占总人口17.3%。[1]庞大的老龄人口数量和比例给党和国家提出更高的要求。首先，作为发展中国家来说，我国起步较晚，各方面体制还不够完善和系统；此外，我国人口多、民族多、人口结构组成较为复杂，如何科学有效地构建养老服务体系，对党和政府是一个挑战；再者，我国的科学技术虽然取得了较大进步，但创新性和实用性方面仍有待加强，构建系统、有机的养老服务体系仍需努力。老龄人口的高龄化、空巢化和失能化等特点逐渐凸显，暗示着我国“未富先老”的现实国情，复杂多变的国际环境急切要求我国理智对待并处理这一重大问题。在新时代下如何把握时代机遇以及应对时代的挑战，对党和国家是一个重要考验。……
