摘 要： 在党中央、国务院积极应对人口老龄化决策部署的背景下，深刻理解养老服务在社会治理中的发展有着重要的现实意义。针对政府、社会和市场的失灵导致养老服务存在结构失衡的问题，本文利用政策网络作为分析行动者在社会治理中权力关系变化的工具，从政府、社会和市场等三个角度总结出治理的成效，认为推进社会组织管理体制改革、促进服务标准信息平台建设，以及加强社会福利制度有效衔接等路径有助实现加强和创新社会治理，从而推动养老服务发展。

Abstract： The Central Government and the State Department of China actively deal with the challenges brought by aging society， so they should understand the importance and the meaning of innovation governance on ageing society. For the sake of the impacts of government and market failure on the issue of elderly services， the paper adopts policy network as the analytical framework to analyze the bargaining among all stakeholders in the corresponding governance mechanism， as well as， to identify the characteristics， governance model and objective of the corresponding service governance. Finally， the paper takes Guangzhou as a case study to examine the effectiveness of the service governance. The paper concludes that the administrative reform， the application of information platform and the integration of fragmented social welfare system can strengthen the corresponding innovation governance and develop elderly service market.

自中共十八届三中全会将“推进国家治理体系和治理能力现代化”作为全面深化改革的总目标后，加强和创新社会治理成为了实现“十三五”规划的重要抓手。一般而言，治理指的是政府部门和民间组织在一个既定范围内运用公共权威管理社会政治事务，维护公共秩序，满足公众需要。治理的理想目标是善治，即公共利益最大化的管理活动和管理过程，以实现稳定与活力之间的动态平衡，达致国家和社会关系的最佳状态。事实上，社会治理可从主体、方式以及范围等方面进行实践与理论的创新研究，其自身的内在逻辑为从“政府本位”转向“社会本位”。近年来，在“政府主导、多方参与”的原则下，政府通过采取公建民营、民办公助、政府购买服务、补助贴息等多种模式，引导和支持社会力量兴办各类养老服务设施，鼓励城乡自治组织参与社会养老服务，充分发挥社会组织的专业性。……
