摘 要： 习近平总书记在领导中国共产党人及中国人民科学统筹国际与国内两个大局、较为全面地考量当前国际交往及国际治理实际挑战和困难的基础上，明确提出作为民主重要形式的协商应该成为国际治理的重要方法。梳理总书记系列讲话发现，他主要回答了国际协商治理为何重要、何以可能、如何实现三个基本问题。这三个基本问题环环相扣、层层递进、步步深入。总书记的回答，代表了以其为核心的新时代中国共产党人对这些问题的系统性思考，是中国共产党人在世界与中国发展新形势下对共同构建人类命运共同体的一种高瞻、远虑、深谋。作为一种对国际治理及人类未来的远见卓识的顶层设计，它是对国际治理理论与跨民族国家民主协商理论甚至协商民主理论等诸多理论的一种丰富和完善，也为当前以及今后国际治理实践等诸多国际性活动提供了基本的指南。

Abstract： On the basis of making overall plans for both international and domestic affairs scientifically， and comprehensively considering the current challenges of international governance， Xi Jinping explicitly proposes that deliberative democracy should be widely applied to international governance. After deeply reading and analyzing Xi Jinpings relevant public statements， this article shows that he mainly answers three closely linked questions： why international deliberative governance is important； whether international deliberative governance is possible or not； how to make international deliberative governance work effectively. His reply represents the systematic thinking about these questions of the Chinese Communists in the new era， which means taking a broad and long-term view to build a community with a shared future for mankind working together with other countries or regions. As a kind of far-sighted top-level design about international governance and the future of mankind， Xi Jinpings thoughts of international deliberative governance is an enrichment of many theories such as international governance， transnational democratic deliberation， and even the theory of deliberative democracy itself. Meanwhile， it provides some fundamental guidelines to the current and future international governance and many other international activities.
