摘 要：国家的基础设施建设一直都是重中之重，近年来，我国政府也将目光聚焦于基础设施建设，以期能够更好地完善基础设施，提供便民利民的服务。在这个过程中，为了减轻政府的压力，许多合作模式应运而生。文章中向大家介绍了BOT融资模式、PPP融资模式以及PPP融资模式在我国的交通基础设施建设中的作用、应用等，旨在让大家明白基础设施建设中融资模式的改变，并且能够清楚的认识到我国政府是为民服务的政府，应用不同模式只是为了能够更好地为人民服务。

Abstract： The construction of national infrastructure has always been the most important. In recent years， our government has also focused on infrastructure construction in order to better improve infrastructure and provide services that are convenient to the people and benefit the people. In this process， in order to reduce the pressure of the government， many cooperation models came into being. The article introduces the role and application of BOT financing mode， PPP financing mode and PPP financing mode in the transportation infrastructure construction of our country， in order to make everyone understand the change of financing mode in infrastructure construction. And it can make them clearly realize that our government is the government serving the people， and the application of different models is intended only to be able to serve the people more.

1 概述

在國家的现代化进程中，基础设施体现着人们的生活水平，而交通作为基础设施中最为重要的一方面，更应该受到重视。国家一直都在加强对交通基础设施的建设，但是在建设基础设施的过程中，政府不是万能的，还会出现各种问题，其中建设设施的资金就是十分重要的一项。随着我国财政体制的不断改革，建设资金问题得到了一定程度的缓解，但始终没有从根本上解决问题。因此便衍生出了政府和私人组织合作的模式，文章中先后提到了两种融资模式，通过对它们优缺点等各项的比较，最终认真分析选择了PPP融资模式，以期望在之后的合作中能够双赢。
