摘 要：高校工会是学校党群的重要组成部分，推进高校工会治理能力现代化已成为高校发展的重要战略目标和任务。要实现高校工会治理能力现代化，急需构建一个适合目前高校发展形势的模型体系。梳理了高校工会治理能力现代化的影响因子，在STATA12.0数据分析基础上提出了皖北地区高校工会治理能力现代化的主要影响因子，并从治理理念、规章制度、治理内容、政策制定和治理方式五个方面构建了“五位一体”的皖北地区高校工会治理能力现代化模型。

Abstract： labor union in colleges and universities is an important part of the school's party group. To promote the modernization of labor union governance in colleges and universities has become an important strategic goal and task for the development of colleges and universities. In order to realize the modernization of labor union governance ability in colleges and universities， it is imperative to build a model system that suits the current development of colleges and universities. Based on the STATA12.0 data analysis， this paper puts forward the main influencing factors of the modernization of labor unionsgovernance abilities in colleges and universities in Northern Anhui， and a “five in one” modern model of governance ability in colleges and universities is constructed from the five aspects of governance concept， rules and regulations， governance contents， policy making and governance methods.

《中共中央关于全面深化改革若干重大问题的决定》将推进国家治理体系和治理能力的现代化确定为全面深化改革的总目标之一。高校作为重要的社会组织，是国家治理的重要领域，备受关注。高校工会是学校党群工作的重要组成部分， 是党与群众之间联系的重要桥梁和纽带，肩负着维护广大教职工合法权利的重任[1-2]。近十年来，随着招生规模、办学规模及教职工队伍的扩大，高校工会会员逐渐增多，因此在制度、理念、管理方式上都发生了很大的变化，在取得优秀成绩的同时也出现了很多问题。高校工会在提高自身治理能力上采取了一系列措施，但这些措施实施过程中进展十分缓慢，所取得的成效并不显著，改革中遇到的困难和阻力很多[3]。高校工会在管理方式上未能依据教育规律和学校特点实现科学化与民主化。……
