摘要：党的十八大以来，国家把扶贫开发工作纳入“四个全面”战略布局，大力实施精准扶贫。利用SWOT分析方法，探讨精准扶贫背景下的农村金融改革存在的优势、劣势以及面临的机会、威胁。提出从利用政府职能、因地适宜、加强农村基础设施建设、以农村金融产品及服务的创新为重点、健全农村信用体系、完善风险担保机制等几个角度进一步推进农村金融改革的对策建议。

SWOT analysis of rural financial reform under the background of accurate poverty alleviation

Abstract： Since the Eighteenth National Congress of the CPC， the state has incorporated the work of poverty alleviation and development into the "four comprehensive" strategic layout and vigorously implemented the precision and poverty alleviation.The SWOT analysis method is used to discuss the advantages， disadvantages， opportunities and threats of rural financial reform in the background of accurate poverty alleviation.The paper puts forward some countermeasures and suggestions for further promoting rural financial reform from the following aspects： the use of government functions， the right place， the strengthening of rural infrastructure， the innovation of rural financial products and services， the improvement of rural credit system and the improvement of risk guarantee mechanism.

一、引言

在金融精準扶贫各项政策措施的支持下，金融助推脱贫攻坚的作用日益增强。截至2016年末，全国金融精准扶贫贷款余额2.49万亿元，同比增长49%；全年累计发放金融精准扶贫贷款1.28万亿元，较上年增长58.6%。

在过去5年多的工作中，脱贫攻坚战取得了决定性进展，6000多万贫困人口稳定脱贫，贫困发生率从10.2%下降到4%以下。党的十九大报告提出，重点攻克深度贫困地区脱贫任务，确保到2020年我国现行标准下农村贫困人口实现脱贫，贫困县全部摘帽，解决区域性整体贫困，做到脱真贫、真脱贫。虽然扶贫工作取得了一定的成果，但是实现深度贫困地区的脱贫仍需努力。农村金融体制改革在经济体制改革中的地位和作用至关重要，不仅牵涉到甚至决定我国整个金融体制的改革效能，决定着金融体系功能是否健全、金融整体改革的成败，也制约着农村市场经济乃至全国市场经济的确立和发展。……
