【摘 要】我国经济迅猛发展，各行各业也发展迅速。由于现今社会水资源浪费严重，造成水资源短缺，国家逐渐重视对水资源的管理工作。鉴于此，论文对农村管水员管护效果调研分析进行研究，通过阐述农村管水员管护工作调研、提高农村管水员管护效果的有效策略，进而提出几点参考性建议。此次研究的主要目的是为了提高农村水资源管理水平，进而为农村水资源可持续利用，水环境健康发展献力。

【Abstract】China's economy is developing rapidly and all walks of life are also developing rapidly. Due to the serious waste of water resources in today's society and the shortage of water resources， the state gradually places emphasis on the management of water resources. In view of this， this paper conducts a research on the management and protection effect of rural water resource managers. By elaborating the research on the management and protection work of rural water managers， and the effective strategies for improving the management and protection effect of rural water managers， some suggestions for reference are put forward. The main purpose of this study is to improve the level of rural water resources management， and provide power for the sustainable utilization of rural water resources and the healthy development of water environment.

1 引言

随着我国经济的不断发展，我国人口数量逐渐增加，社会发展对水资源的需求量逐渐增多。农民用水合作社成立前，人民群众的节水意识较差，导致水资源浪费严重，农村农业用水浪费现象尤为严重。因此，应加强农村的用水管理，对农村管水员的管护效果进行调研分析。农村管水员管护工作作为农村涉水管理事务工作的重要组成部分，不仅关系着农村水资源管理的顺利进行，而且对于我国水资源管理的整体发展也具有重要影响。加强农村管水员对涉水工作的管护，对建立节水农村、推进农村水资源建设工作、保证农村的生态环境具有重要意义。

2 农村管水员管护工作调研

2.1 农村涉水管理现状

2006年，按照北京市发改委、水务局等单位文件要求，密云县为了加大对农村涉水工作的管理力度，成立了农民用水协会和村级农民用水合作社，并施行积极有利的政策。……
