【摘 要】在我国大力追寻“科技强国”脚步的过程中，各项科研生产制造项目现代化的特点愈发凸显，对于石油原料的需求也日益增加，随着需求的增加，各种类型的石油开采工程对石油原料进行开采的频率也就越来越快。由于市场需求量大，要求油气田的地面工程建设必须满足施工耗时少、施工技术先进过硬、能较快地满足市场所需要以及快速克服种种地形复杂的施工区等条件。

【Abstract】In the process of pursuing the footsteps of "powerful nation of science and technology" of our country， the characteristics of the modernization of various scientific research and manufacturing projects are becoming more and more prominent， and the demand for petroleum raw materials is also increasing. With the increase of demand， the frequency of oil production by various types of oil mining projects is becoming faster and faster. Because of the large market demand， the surface engineering construction of oil and gas fields must meet the requirements of less construction time， advanced construction technology， quicker meeting the needs of the market， and quickly overcome all kinds of complicated construction areas.

1 引言

油气田地面工程的正常运行不仅是整个油田开采工程的重中之重而且更是对石油原料的开采质量的好坏和数量的多少有着一定的影响。并且这些年来，随着市场需求量越来越大，各类油气田开采工程也是越来越大越来越多，对本身已经困难重重的地面工程的开展带来更多的困难和挑战，如施工场地的杂乱无序，工程场地局部用电混乱，施工安全等问题。因此，加强地面工程建设的管理力度已经迫在眉睫，采用科学合理系统的管理模式，将无序变为有序，将施工过程中的重点和难点变得简便易行，将油田的开采率进一步提高。

2油气田地面工程面临的形势

2.1 地面工程建设所需要的时间过长

从对油田的勘测，考察，定点到提交报告，专家学者的进一步确认，再到组织材料，提交材料，申请开采，相关部门通过申请允许开采，这一过程就需要花费不少的时间。……
