摘要：利用描述性统计方法，采取分级权重赋值方式，并且结合定性定量方法，综合给出评估单位的总分值。对影响质量舆情评估中的重要要素进行数据分析，给出影响经济欠发达地区质量舆情工作评估的要素分析结果，市县级新闻成为质量舆情评估的主导部分;核心新闻得分成为名次靠前的主要影响因素;舆情信息得分成为影响排位名次的要素。

Abstract： By using descriptive statistical method and hierarchical weight assignment method，combined with qualitative and quantitative methods，the total score of evaluation units is given. This paper analyzes the important factors in the evaluation of quality public opinion，and gives the analysis results of the factors that affect the evaluation of quality public opinion in underdeveloped areas：the city and county news become the dominant part of the evaluation of quality public opinion;The score of core news becomes the main influence of ranking，and the score of public opinion becomes the factor of ranking.

隨着大数据时代的到来，社会舆情信息受到政府的高度重视，舆情信息成为评价一个单位的重要要素，但如何利于舆情信息来考评一个市的各个县区的质量舆情工作，显得意义重大。近年来，有关质量舆情工作的评估文献[1-9]主要是从宏观方面讨论舆情评价。对于某市的各个县区的具体质量舆情工作考评，尤其是经济欠发达地区的质量舆情评估工作，还是值得研究的重要问题。

1  质量舆情评估标准

根据质量舆情评估要素，选取政府官方网站和相关组织机构网站的网络新闻（正面新闻、负面新闻）以及民众舆情监控系统的网络有效信息（正面信息、负面信息），建立质量舆情评估标准。

1.1  信息来源

舆情评估信息主要来自国家、省、市、县（含各基层单位）四级政府网站和相应级别的部门网站（具体包括发改、工信、财政、规划、交通、农业、商务、卫计、旅游、食药、工商、质监等12个部门）以及国家、省、市报刊或对应新闻网站;省委、省政府微博、微信公众号以及有影响的新闻媒体网等;市、县政府的微博、微信公众号、百度贴吧等。……
