摘 要 科技基础条件平台在共享使用、科技研发、成果转化与创新能力方面发挥着重要作用。本文分析了高校科技基础条件平台的主要类型及特点、运行机制和存在问题，并提出了相应对策，以为高校科技基础条件平台建设提供参考。

Abstract Science and technology basic platform plays an important role in sharing use， scientific research， achievement transformation， and improving national innovation capability. The paper analyzed the main types and characteristics of platform of science and technology， and also analyzed the management mechanism and existing problems. The paper puts forward to accelerate the introduction of the legislative regulations and policies to promote the sharing of resources， accelerate the establishment of a sound operating mechanism， different types of platform to increase scientific and technological investment.

20世纪90年代中期，我国科技基础条件薄弱，无法满足科技发展的需要，科技部着手整合科技文献资源共享，并开始探索大型科学仪器设备的共享平台建设。2004年，国家正式启动了国家科技基础条件平台建设工作。目前，国家初步建成了科技基础条件支撑体系，并建立了以共享使用为主要目的的基础条件平台，在科技研发和成果转化，提高国家创新能力方面发挥了重要作用[1]。目前，国内科技条件平台建设普遍依托高校、科研院所和企业，高校是科技条件平台建设的主力军，建设了大量的科技条件平台。但是，高校科技基础条件平台的建设，主要作为各省级平台的组成部分，在运行机制上存在较多问题[2-4]。笔者对国内高校科技基础条件平台的类型、平台运行机制、存在问题进行了剖析，并提出了相应的对策建议，为高校科技基础条件平台建设提供参考。

1 主要类型及特点

高校科技基础条件平台形式多样，可以分为实体资源平台（包括大型科学仪器设备协作共用平台、试验动物平台、自然科技资源共享平台）、网络资源平台（包括科技文献资源共享与服务平台、科学数据库共享服务平台）、公共研发平台（包括重点实验室、工程技术研究中心等）。……
