[摘 要] 本文主要针对内蒙古科技大学如何建立以创新为龙头的面向全校师生开放的第一创新平台进行规划与改革实践。并分别对改创新平台的搭建方案、项目实施方法以及创新活动的依托几个方面进行详细的阐述，为建设基于工程实践的创新平台建设提供有针对性的参考。

Research on the Construction of Opening Innovation Service Platform in Chinese Universities

Abstract： This paper focuses on carrying out planning and reform practice in Inner Mongolia University of Science &Technology to establish the first innovation platform for the whole university teachers and students with innovation as the lead. The paper also elaborates the construction plan， the project implementation method and the support of innovation activities of the innovation platform in detail respectively， which provides a targeted reference for the construction of innovation platform based on engineering practice.

创新素质教育、创新能力培养在国外重视较早，起步较快。西方的教育家、经济学家较早地认识到科技创新、知识创新与创新人才培养之间的密切关系，一直把重视人的创新能力培养作为教育的传统[1]。随着我国经济社会、科学技术和高等教育的快速发展，伴随着万众创新的新局面，工程科技人才就业市场也将发生巨大变化，人才的结构和质量规格均无法满足社会和产业界的需要。在万众创业新的形势下，全球化、创新经济、工程复杂性以及人类可持续发展面临的一系列问题，也给我国的工程教育提出了新的挑战。

1 构建开放式创新服务平台的背景

对于应用型高校而言，提高大学生的科技创新能力，适应现代化高科技进步的需要，拥有过硬的创新精神和能力显得尤为重要。王勇[2]在重构实践教学中提到实践教学是高校实现培养人才目标的重要环节，它对提高学生的综合素质，培养学生的创新意识和创新能力，以及使学生成为复合型人才都具有特殊作用。……
