城市社区体育公共服务现存困境与发展路径研究

社区体育公共服务是社区体育事业的重要内容，同时也是实现社会公共服务均等化的客观要求。作为全民健身主力军的社区体育，在加快推进全民健身工程的背景下加强社区体育服务建设势在必行。针对社区体育公共服务的现存困境，运用文献资料、问卷调查等研究方法探索了社区体育公共服务的发展路径。研究得出，需要从明确服务主体、加强设施建设、拓宽经费渠道、优化管理制度、提高人才素质、加强体育知识宣传教育等方面优化社区体育公共服务。 关键词：社区体育；体育公共服务；现存困境；发展路径 Abstract: Community sports public service is not only an important content of community sports, but also the objective requirements to achieve the objective of social and public services. As the main body of the national fitness community sports, accelerate the national fitness project in the context of strengthening community sports service construction is imperative. In view of the existing difficulties of community sports public service, the paper explores the development path of community sports public service by means of literature, questionnaire and other methods. It is necessary to optimize the community sports public service from the aspects of clarifying the main body of service, strengthening the construction of facilities, broadening the channels of funds, optimizing the management system, improving the quality of talents, strengthening the publicity and education of sports knowledge.Key words: community sports; sports public service; existing predicament; development path

社区体育公共服务是社区公共服务的重要组成部分，全面建设小康社会必须要提供充足的社区体育公共服务。随着居民生活水平的提高和体育意识的增强，原来计划经济体制下体育公共服务的供给制度已经无法满足居民多样化、高层次的体育需求。尽管许多经济发达地区的体育部门都逐渐重视对社区体育公共服务的建设，通过增加政府购买、引导公众参与等方式不断完善社区体育公共服务，但是仍然无法满足城市居民旺盛的体育需求，造成体育公共服务建设滞后和财政资金紧张的双重困境[1]。因此，通过整合社区体育公共服务，进而保障居民体育参与权力，更好地为居民提供优质的体育公共服务具有重要意义。……
