摘 要 2015年，教育部联合共青团中央、全国少工委印发了《关于加强中小学劳动教育的意见》，为中小学劳动教育注入强大动力。深刻理解劳动素养的内涵，了解中小学劳动教育的基本内容是开展劳动教育的前提。劳动教育实践基地是有效开展劳动教育的基本条件，为广大中小学生了解社会、了解自然、了解科学，参与生产实践，接受劳动教育开辟了良好的途径。本文对以上内容进行了探讨，可以为劳动教育教师、劳动基地建设和劳动教育教学提供借鉴。

Abstract In 2015， the Ministry of Education jointly issued by the Central Committee of the Communist Youth League， the National Commission for less work on the strengthening of primary and secondary school labor education for primary and secondary school education into a powerful force. Profound understanding of the connotation of labor literacy， understanding the basic content of primary and secondary education is the prerequisite for the development of labor education. The base of labor education practice is to develop the basic conditions of labor education. It is a good way for the students to know the society， understand the nature， understand the science， participate in the production practice， and accept the labor education. In this paper， the above contents are discussed， which can provide reference for the construction of labor education teachers， the construction of labor bases and the teaching of labor education.

2015年，教育部联合共青团中央、全国少工委印发了《关于加强中小学劳动教育的意见》，强调“劳动教育是全面贯彻党的教育方针的基本要求，是实施素质教育的重要内容，是培育和践行社会主义核心价值观的有效途径。”[1]《意见》为全国中小学劳动教育注入强大动力，为中小学在新时期全面加强劳动教育，推动学校摆脱劳动教育被弱化、学生不劳动的现象，将学生培养成勤于劳动、善于劳动、热爱劳动的高素质人才。

劳动教育实践基地是中小学开展劳動教场所，可以有效保证劳动教育的开展，增强学生对劳动的兴趣，让学生对劳动过程、劳动成果有深刻的认识，提高学生的劳动素养，创新人才培养路径。

1 劳动素养的内涵

《关于加强中小学劳动教育的意见》中明确提出，中小学劳动教育的主要目标是提高广大中小学生的劳动素养，因此劳动素养也就成为劳动教育这门课的目标，深刻理解劳动素养的内涵是有效开展中小学劳动教育的基础。……
